Google now changed up the rules for link building
If you pay and buy the link, Google now wants you to marked it as sponsored link. Not as just in the text format in the website but it is need to be mentioned through the link attribute as Rel = "sponsored"
And if you build links through user-generated content, you need to mentioned it as Rel = "ugc"
It is similar for site owners too. For example, if you have a forum on your site because the content is user generated, the links that people place should contain a rel="ugc"
You can also include nofollow attributes in the link. It you have a paid link and it to be nofollowed and you need to mention it as Rel="nofollow sponsored"
This effect is going to be followed from March 1, 2020. So for google it will be better idea to crawl the link ot not. This will helpful for them to analyze the link while comes to indexing or SEO
Dont worry if you place the old links as nofollow. The ones that were nofollow can just be left as nofollow. And also in the future, if you decide to just use nofollow instead of "sponsored" you will be fine.
